Where the purchase price of procurement is $25,000.00 or less, competitive quotations
shall be obtained in writing or orally (which shall include telephonic messages) from
at least three suppliers of the item or service sought to be procured and a written
record of such quotation shall be made and maintained; provided, if there are only
two suppliers of the item or service sought to be procured that are known to the purchasing
agent to be reasonably available to provide the procurement in question within the
necessary conditions, such quotations can be received from only two such suppliers,
but a notation shall be made upon the records that only two such suppliers were known
to be so reasonably available.
