Article IV. WATER AND SEWER SYSTEMS WITHIN THE UNINCORPORATED AREAS OF SUMTER COUNTY |
§ 40-66. Findings.
The County Council hereby finds and determines that:
(1)
Pursuant to a November 4, 1980, referendum of its citizens, the county undertook to plan and implement a system for providing water supply and sewer services within the county under powers granted by home rule.
(2)
The County Council, as the governing body of the county, hereby certifies that the unincorporated areas of the county constitute a designated service area within the meaning of S.C. Code 1976, § 5-7-60 (as amended).
(3)
The County Council finds that it is necessary and proper to exercise its power to grant franchises for the provision of water and/or sewer services in certain unincorporated areas of the county in order to provide for the orderly control of water and sewer services.
(4)
The County Council further finds it necessary and proper to provide for the adoption, implementation and modification of standards and regulations for the design, construction and operation of water and sewer systems within the county affected by this article.
